Tom Kha and the Rainbow Jive Hammer was formed by the Library of Congress on October 9th, 2007 as way of artistically documenting the current state of the nation for the purpose of later analysis. Realizing that pop artists of the current decade contributing to this process were few and far between, a sub-committee comprised of the library's existing Cultural Preservation Board members was organized to create a new group with a hip sound. Tom Kha (Kyle Williams) was chosen as singer and guitarist for his lyricism and foresight.

Tom Kha (Kyle Williams) was chosen as singer and guitarist for his lyricism and foresight. Fletcher Nemeth (bass) and David Muldoon (drums) were obvious choices for the Rainbow and Jive Hammer positions. All three are acclimated to the Northwest climate.
